The Transportation Equity Act for the 21st Century (TEA-21) is a monumental transportation policy that has begun to outline transportation policies and regulations while influencing new infrastructure in the United States. Although TEA-21 encompasses a vast array of transportation, it’s an extensive regulation that may be difficult to fully implement. I think it is a much needed step toward the improvement of transportation methods and processes that will benefit all Americans. My vision of the regulation includes having several teams and groups to implement the various aspects and components of the TEA-21. TEA-21 will allow for increased safety for all people, for everyone is involved in the transportation process whether recreationally or professionally. Lottery The Lottery was a story of a town's old superstious traditon. The purpose of the lottery was to see who would be sacrificed so that the harvest would be plentiful. The town did whatever it could so that the harvest would be plentiful, even kill one of their loved ones. The character Mrs. Hutchinson was the "winner" of that years harvest and was stone to death by the town's people. Her own son even threw a couple of pebbles at her. Mrs. Hutchinson doesn't see the evil in the lottery until she realizes that she could be the"winner." It was just another social gathering to her until she was confronted with her ultimate fate. At the beginning of the story, Mrs. Hutchinson's attitude acts like it's just like any other day. She knew that it was the day of the lottery, but it never crossed her mind that maybe she could die today. She walked in late and made small talk with her friends, then met with her family. It was any other social event. She never showed fear that today could be her last day living cause it never crossed her mind. Towards the middle of the story, her family gets the black dot. Meaning that they all have to choose a sheet of paper. One of them is marked and that means that the person who receives the marked sheet is going to be sacrificed. Mrs. Hutchinson yells out that her husband was rushed during the choosing of which family gets the black dot. It seems like she is worried that a member of her family is going to die. But when her family is asked how many members are in the family, she adds her two daughters that are married into the count. Mrs. Hutchinson tried to lower the odds of her getting the black dotted card by adding two family members who shouldn't be counted. The two daughters weren't allowed to pick cards with their immediate family because it was against lottery rules because they were already married and had their husband's name. Mrs. Hutchinson is now getting paranoid. She mutters that they should start overt because it wasn't fair how her husband was rushed. She's also pretty nervous about the outcome. Her voice raised a little as she tried to convince the people around her to start the lottery over again. At the end of the story she had an epiphany. She realized she was going to die for an unfair reason. She says over and over again that it wasn't fair, what she was dying for. She starts to yell out to everyone that this was unfair but she was too late. Suddenly the social gathering wasn't as pleasant as it first was for her. The people she was making small talk with, her friends, and even her own son were picking up rocks and preparing to throw them at her. Mrs. Hutchinson didn't say anything about the lottery until she realized that she was the victim. Maybe her words could have stopped the lottery before it happened again, but she chose to keep her thoughts to herself. She definantly would have found some people who felt the same way about the lottery. She could have possibly formed a group to protest the lottery, but by her just doing nothing about it, it led to her own demise. The message rang pretty clear in my ears as I read the story. The author was trying to say that humans usually don't get involved until we have to or until it involves us. Maybe our society should do the same. Instead of waiting for a problem to happen, we as a society should go out and try prevent it.

Learn About the Munich Olympic Massacre The Munich Massacre was a terrorist attack during the 1972 Olympic Games. Eight Palestinian terrorists killed two members of Israeli Olympic team and then took nine others hostage. The situation was ended by a huge gunfight that left five of the terrorists and all of the nine hostages dead. Following the massacre, the Israeli government organized a retaliation against Black September, called Operation Wrath of God. Tensions were high at these Olympics because they were the first Olympic Games held in Germany since the Nazis hosted the Games in 1936. The Israeli athletes and their trainers were especially nervous; many had family members who had been murdered during the Holocaust or were themselves Holocaust survivors. The Attack The first few days of the Olympic Games went smoothly. On September 4, the Israeli team spent the evening out to see the play, Fiddler on the Roof, and then went back to the Olympic Village to sleep. A little after 4 a.m. on September 5, as the Israeli athletes slept, eight members of the Palestinian terrorist organization, Black September, jumped over the six-foot-high fence that encircled the Olympic Village. The terrorists headed straight for 31 Connollystrasse, the building where the Israeli contingent was staying. Around 4:30 a.m., the terrorists entered the building. They rounded up the occupants of apartment 1 and then apartment 3. Several of the Israelis fought back; two of them were killed. A couple of others were able to escape out windows. The terrorists then dropped a list of their demands out the window; they wanted 234 prisoners released from Israeli prisons and two from German prisons by 9 a.m. Negotiators were able to extend the deadline to noon, then 1 p.m., then 3 p.m., then 5 p.m.; however, the terrorists refused to back down on their demands and Israel refused to release the prisoners. A confrontation became inevitable. At 5 p.m., the terrorists realized that their demands were not going to be met. They asked for two planes to fly both the terrorists and the hostages to Cairo, Egypt, hoping a new locale would help get their demands met. The German officials agreed but realized that they could not let the terrorists leave Germany. Desperate to end the standoff, the Germans organized Operation Sunshine, which was a plan to storm the apartment building. The terrorists discovered the plan by watching television. The Germans then planned to attack the terrorists on their way to the airport, but again the terrorists found out their plans. Massacre at the Airport Around 10:30 p.m., the terrorists and hostages were transported to the Fà ¼rstenfeldbruck airport by helicopter. The Germans had decided to confront the terrorists at the airport and had snipers waiting for them. Once on the ground, the terrorists realized there was a trap. Snipers started shooting at them and they shot back. Two terrorists and one policeman were killed. Then a stalemate developed. The Germans requested armored cars and waited for over an hour for them to arrive. When the armored cars arrived, the terrorists knew the end had come. One of the terrorists jumped into a helicopter and shot four of the hostages, then threw in a grenade.  Another terrorist hopped into the other helicopter and used his machine gun to kill the remaining five hostages. The snipers and armored cars killed three more terrorists in this second round of gunfire. Three terrorists survived the attack and were taken into custody. The question has been posed: should we torture someone if it means that we will gain information that will protect a large number of people? A person with a utilitarian view might suggest that because the torture would bring about the right information that would save many people, it would be ok to torture someone. This view holds that any action is good if it is beneficial to the majority of the people involved in the question. Furthermore, a person who believes in Kantian duty-based ethics might say that the torturing of any individual would be wrong in any circumstance. A person with this type of view would answer this way because they believe that the result of the information being gathered from the torture would not justify the wrong act of torturing someone and that the act of torture is wrong because of the motive of the torturer. This is because a person who believes in Kantian duty-based ethics contends that right and wrong is not based upon the actions of the one performing the torture but rather the motive behind the action, which would appear to be good but in reality would be wrong because of the desire to hurt another person. In addition, a person who believes in virtue ethics would question the character of the people performing the torture and determine whither the action is right or wrong based on if the person had right or wrong motives. Lastly, a person who believes in Christian-principle based ethics would argue that it is always wrong to torture people in any situation. I believe that this theory is the strongest and most appropriate. Even thought the act of torturing someone in some cases could potentially help to protect a large number of people, the fact is its wrong. I don’t believe that we should fight evil with evil. Classical Readings on Cultural Anthropology What do we have to learn through the study of different cultures? I was hoping for some wonderful revelation in the collection of writings. I may have found one. This book was a difficult read for me. I am not sure whether it’s my age or my inexperience with classical readings. I also found it difficult to formulate a report on a collection of readings, the last report I did was on Laura Ingall’s Little House on the Prairie. This reading was a little more challenging. The main point that seemed to jump out at me is that perceptions change, our theory of reality changes with every viewpoint. Every culture can seem primitive, self destructive, nonsensical, immoral or just wrong, depending on who is doing the observation and what perspective they are observing from. In the first reading, Narcirema, points very clearly to the fact that our own culture could seem very odd, irrational, and ritualistic to an outsider. But aren’t we all outsiders to everyone else? Don’t we see ourselves as â€Å"normal† and everyone else as â€Å"abnormal†? I think it is human nature more than ethnocentrism. My daily rituals would seem very irrational to another woman of my age in different circumstances. That’s where the saying comes from that you don’t really know a person till you walk a mile in their shoes. The second reading of â€Å"Queer Customs† gets right to my point that culture is an abstraction; therefore each person doing the viewing views it differently. Culture is pointed out as being a â€Å"way of thinking, feeling, and believing† and since I have never met anyone who thought exactly the way I did about everything, one would have to conclude that we each have our own culture and our own views of other cultures. I wasn’t really sure that the next reading really fit in with the others in the book. Rapport-talk versus Report-talk seemed insignificant to the other passages. It is a well-known fact, in all walks of life that men and women of any race, creed, or culture are different and that we have different and sometimes contrasting ways of communicating with each other. I was surprised to find this seemingly simple theory in this book. Yet again back to my question; am I getting the intended message from the author? The Christmas Ox story made so much more sense to me and had great importance when I read the passage on Potlach.... ...tely cause the demise of the entire culture. Sharp’s and Bodley’s detailed description of simple â€Å"helpful† actions that have generational, historical implications are dramatic and still, and maybe even more so, relevant to modern cultural diffusion. We don’t often think critically about our efforts to â€Å"help† others. We just dive in and â€Å"fix things†, this seems to come with the thinking that â€Å"we know better than they do†. This is a common problem in today’s governments around the world. This is the result of ethnocentrism. This book has certainly taught me one thing. American culture is very ethnocentric. Ours is one that is a â€Å"nightmare† to navigate the good and the bad because there are so many double standards. I think this speaks to the very core of contention among Americans these days. Very few of our leaders do what is right, and each of us has our own definition of right. Maybe if more people could really walk outside of their own daily rituals, beliefs, habits and commandments, and truly look at human kind without a superiority gauge, then the world would be a better place with less war, less suffering, less judgment and more peace, happiness, success, and creativity.

Nora’s first job is an opening of a short story from an annual that has been published for girls. As the story is in a book that is aimed at girls. The language and the writing style would have been created to make the book easier to read for the audience. The writer would have to write about things that girls are going to find interesting otherwise they are not going to sell lots of their books. Throughout the texts many linguistic methods have been used. One of the linguistic methods that I have found is the use of exclamatory punctuation. There are many examples of exclamatory punctuation in the text and they all seem to be important points. The exclamatory punctuation ends up emphasising on a word or a phrase when the girls are talking. For example ‘you should be more careful!’ includes an exclamation mark at the end of the phrase. This could mean that the girl was shouting at Nora and then this might have come across harshly towards her and cause the other girl to feel more powerful than the other. As the phrase would have been said from a girl, it would have sounded as if she was being catty and that there might not have been a problem. Sometimes women are insulted by other people. This can cause women to become reclusive and can stop them from being themselves. In the short story Norah’s first job we can see that graphology has been used. The most important thing that graphology can show is what women and men are perceived as and how they are meant to look.in this story there is a picture of a woman who is picking out clothes. The clothes seem to be dresses which could indicate the fact that women are supposed to wear dresses and that they are all meant to dress the same. The woman in the image could possibly be Norah. We can infer this from the fact that she is trying to get a job at a shop where they sell women clothes and dresses. By having an image on the page people are more likely going to pick up the book and read it. Young girls especially are going to find the images intriguing and this can then make them want to carry on reading the story. The sentence types play a huge role in short stories. If the lengths of the sentences are too long then people are going to get bored and stop reading the book. Youngsters especially are going to see a whole page of writing that is line after line and they are going to then not want to read the book. There has been a lot of use of adverbs, this could mean that the writer might have wanted to do this in order to portray the fact that women  are often the quiet ones. For example in this text the adverb carefully has been used. This could infer to us that women are too carefully and that the woman who is featured in this story is going to be portrayed as a careful person. Another adverb that has been used distinctly. This might have been used to ensure that the women are the ones that usually separate themselves from others and they are the emotional ones who exaggerate everything. Some people would say that women in this story seem to be controlling of all situations. We can see this in the text when one of the women end up saying that all the staff are ill and that she also feels so ill. This might be the reason as to why the exclamation mark has been used in order to show that sometimes women end up exaggerative every situation. Personal pronouns have been used throughout this text. The fact that when the girls are having a conversation neither of their names are hardly mentions they are always referred to as ‘you’. This might have been done to show that women are not as important as men. This might be because the man who is mentioned in the story usually has his name when he is brought into the story. Whenever there is an argument going on in the story again it is always the use of personal pronouns. The text seems to be formal as they are applying for a job, even though this is happening the text still seems to be interesting. From having the story laid out on an easy read level this will mean that younger people will also be able to read the story.

15. Head in the Clouds and Vice Versa TOMMY It was the words that brought Tommy back. For a week with the clutter of vampire cats, and for several weeks before, while trapped inside the bronze statue, the words had left Tommy. His mind had gone feral, as had his body after he escaped. For the first time since Jody had turned him, he turned to his instincts, and they had led him to the huge, shaved vampire cat Chet and his vampire progeny. Running with them he learned to use his vampire senses, had learned to be a hunter, and with them, he took blood prey for the first time: mice, rats, cats, dogs, and, yes, people. Chet was the alpha animal of the pack, Tommy the beta male, but Tommy was quickly reaching a level of where he would be a challenge to Chet's position. Ironically, it was Chet who led him back to the words, which led him back to his sanity. In the cloud, merged with the other animals, he felt what they felt, knew what they knew, and Chet knew words, put words to concepts and experiences the way a human did, the very thing that had kept Tommy from being able to turn to mist in the first place. As a human, with grammar hardwired into his brain, he put a word to everything, and as a writer, if he couldn't put a word to an experience it had no value for him. But to become mist, you simply had to BE. Words got in the way. They separated you from the condition. Feline Chet had not been a creature of words, as his kitty brain was not wired to file that kind of information, but as a vampire, a vampire sired by the prime vampire, his brain had changed, and concepts carried words for him now. As the cloud of hunters was streaming under the door to attack the Emperor (toward the smell of dog and recognition, for Chet had known the Emperor in life) the word â€Å"dog† fired across Chet's kitty mind, and in turn across the minds of all of the hunters, but for Tommy, it was transformational, as words, meaningless to the cats, cascaded across his mind, bringing with them memories, personality, identity. He materialized out of the cloud in the dark storeroom, where he could see the Emperor in heat signature, huddled in a corner, holding his knife at the ready. Even if the room had been light, Tommy moved so quickly it would have been hard for the Emperor to see what was happening. The vampire scooped up the old man, stuffed him into the barrel, crimped on the lid with a grip that crushed the metal edges, then placed the barrel so the weight would rest on the lid. Instinct and experience told Tommy that the hunters wouldn't find enough space inside to materialize as a whole, so even though the barrel was not air tight, the Emperor would be safe as long as the lid remained intact. There wasn't enough room in there, literally, to swing a cat, and that would save the old man. Tommy melted back into the cloud and moved out of the room, trying to will the concept of danger to the rest of the hunters, putting an image to Chet's word â€Å"dog† that the kitty minds would recognize, and slowly, the vampire cloud, its various tendrils having tested the room for prey and finding none accessible, snaked back under the door and away to look for blood that wasn't sealed so tight or smelled quite so dangerous. They streamed up the elevator shaft, through the building, and out onto the street, where a few cats and Tommy solidified and dropped out of the cloud. Tommy, self-conscious now, looked around, realizing that he was naked. Everything he'd experienced from the time he'd been released from the bronze shell was a sensory blur in his memory, now that he was thinking in words again. But he remembered the Emperor, who had been one of the first people he'd met in the City, and who had been kind to him; had in fact gotten him his job at the Safeway, where he'd met Jody. Jody. Both words and instinct overwhelmed him at the thought of her, memories of joy and pain as pure as the hunter state of mind. He searched in a whirlwind of words and images for a way to contain her. Jody. Need. That was the word. He'd need clothes and language to move in the world where he'd find Jody. He didn't know why he knew that, but he knew it. But first he needed to feed. He loped down the sidewalk after the hunter-cloud, tuned again for prey, and for the first time in weeks, the word blood lit up in his brain. The words brought him back. THE NOTORIOUS FOO DOG â€Å"Your car's all fucked up,† explained Cavuto. â€Å"I know,† said Stephen â€Å"Foo Dog† Wong. He stood aside and the two policemen walked by him into the loft. â€Å"Your jackets are done.† â€Å"Your apartment's all fucked up, too,† observed Cavuto, looking at the plywood fastened across the front of the loft where the windows used to be. â€Å"And full of rats,† added Rivera. â€Å"Dead rats,† said Cavuto, shaking one of the plastic boxes with the lid taped on. The rat inside rolled around like-well-like a dead rat. â€Å"They're not dead,† said Jared. â€Å"It's daytime. Cavuto looked at him and shook his head. â€Å"Kid, even in the gay community there are limits to tolerance.† â€Å"I hurt my ankles,† whined Jared. Foo looked from one inspector to the other, hoping they would see how hopelessly smarter he was than them, and give up, but they wouldn't look away. They just kept looking at him like he was in trouble. He went to the futon that served as their couch, pushed a bunch of boxes of undead rats to the floor, sat down, and cradled his face in his hands. â€Å"I thought I'd found some kind of scientific bonanza, a new species, a new way for a species to reproduce-hell, maybe I have, but everything's so out of control. The fucking magic!† Rivera and Cavuto moved to the middle of the room, and stood over Foo. Rivera reached down and squeezed his shoulder. â€Å"Focus, Stephen. What happened here? Why is there blood all over that statue?† â€Å"They were in there. Tommy and Jody. Abby and I had them bronzed when they were out during the day.† â€Å"Then they never left town like you said?† asked Cavuto. â€Å"No, they had been in there all the time. Abby said that it wouldn't be bad for them, that when they were in mist form it was like they were dreaming. Mist form! What the hell is that? It's not possible.† â€Å"And you felt bad so you cut them out?† said Rivera. â€Å"No, Jared let Jody out.† â€Å"Totally by accident,† said Jared. â€Å"She was kind of a bitch about it, too.† Foo explained about Jared releasing Jody, Abby and Jody releasing Tommy, Jody throwing Tommy through the windows, and Tommy running off into the night, naked. â€Å"So he's out there,† Foo said. â€Å"They're both out there.† â€Å"We know,† said Cavuto. â€Å"You do?† Foo looked up for the first time. â€Å"You knew?† â€Å"She was seen at the Fairmont Hotel, and we found bags of blood in a room there. We'll find her. But the Emperor saw Tommy Flood, naked, sleeping with all the vampire cats. He said that the one cat, Chet, isn't really a cat anymore. Explain that, science boy.† Foo nodded. â€Å"I figured something like that might happen. The rats are smarter.† â€Å"That helps,† said Cavuto. â€Å"No, what I've found is that the vampire blood carries characteristics of the host species. The further from the prime vampire, the old vampire that turned Jody, or that's who we think is the prime vampire, the less change takes place. Abby said that Chet was turned by the prime vampire, so he's picking up human characteristics. He's going to be stronger, bigger, smarter than any of the cat vampires. He's turning into something new.† â€Å"Something new?† â€Å"Yeah. We found it with the rats. The first ones I turned from Jody's blood are smarter than the ones I turned from those rats' blood. Each generation away from her is less and less intelligent. I mean, we haven't had time to really test them, but in just the amount of time it takes them to learn the mazes, it's clear that the innate intelligence is higher in those closer to the human vampire sire. And they're stronger, because Jody was only one generation from the prime vampire. I thought I'd figured an algorithm that described it, but then they all turned to mist and merged and fucked up everything.† â€Å"Sure,† said Cavuto, â€Å"we'll nod and act like we have some idea of what you're talking about until you tell us what the hell you're actually talking about.† Foo got up and waved for them to follow him into the bedroom. There was a plywood maze that covered the entire bed, with small blue LEDs dimly lighting every intersection. A sheet of Plexiglas covered the top. â€Å"The UV LEDs are to keep them from turning to mist and escaping the maze,† Foo said. â€Å"It's not enough to hurt them, just keep them solid.† â€Å"Oh good, a toy city,† said Cavuto. â€Å"We have time for this.† Foo ignored him. â€Å"The rats who were turned from Jody's blood learned the maze more quickly, and remembered it faster than the ones turned from rat blood. It was consistent, until they all got loose and merged into a single cloud. After that, they all knew the maze, even if we had never put them in it.† Rivera bent down and pretended to be examining the maze. â€Å"What are you saying, Stephen?† â€Å"I think that they share a consciousness when they are together in mist form. What one knows, the others know. After they had merged, they all knew the maze.† Rivera looked at Cavuto and raised his eyebrows. â€Å"The Emperor thought that Tommy Flood was in the same cloud as the vampire cats.† â€Å"We're fucked,† said Cavuto. If they're dismembered or decapitated it will kill them.† â€Å"You did experiments on that?† asked Cavuto. He was not feeling well himself, and on the second day he became light-headed and passed out on the mat beside her. If she did come alive as a demon, he'd be too weak to defend himself and she would drain the last drops of his life. Strangely, he was not okay with that. He needed to eat and recover and she needed more blood. â€Å"We will have to find a balance,† he said to the white girl in Japanese. He had been talking to her more lately, and found that he no longer flinched at the sound of his voice inside the little apartment that had been without a human voice for so long. A balance. When it was light and she had been still for an hour, he locked up his little apartment, took his sword, and walked into Chinatown, feeling ashamed of the little, old-man steps he was taking because he had become so weak. Perhaps he would actually go into a restaurant and have some tea and noodles, sit until his strength returned. Then he would find a better way to feed the burned-up white girl. He only spoke a dozen words of Cantonese, despite having lived near Chinatown for forty years. They were the same dozen words he spoke in English.
